EMN Finland’s annual publications’ 2025 editions out now!

EMN Finland’s Asylum and Migration Overview 2025 and the statistical report Key Figures on Immigration 2025 are out now!
Our new annual publications are now available on our website. Once again, we have compiled a comprehensive overview of the previous year’s statistics on immigration and asylum, as well as developments in legislation and policy.
We would also like to highlight that the title and layout of our publication have been updated, and our annual report is now titled “Asylum and Migration Overview”
The year 2025 saw significant developments in various areas of immigration in Finland. Legislation introduced significant tightening of regulations regarding international protection, work-based immigration, family reunification, and the conditions for citizenship.
Immigration declined overall, particularly in work-based permits, and the number of asylum seekers was also lower than in the previous year. In contrast, more people moved to Finland on family grounds than in 2024, and Finland also gained a record number of new citizens in 2025. More on these topics in our publications below.
