Bridging the digital divide – digital services in legal migration procedures for accessibility and inclusion – Inform (EN)

This EMN Inform examines how digital services can enhance accessibility for applicants with disabilities and for those who are digitally disadvantaged. Drawing on contributions from 25 EMN Member and Observer Countries, the inform compares approaches the design and delivery of digital services in legal migration procedures, and highlights common challenges and good practices.

Key figures on immigration 2025

The Finnish National Contact Point of the European Migration Network (EMN) has compiled this statistical review from the statistics of the Finnish Immigration Service, Police and Finnish Border Guard, Eurostat as well as the International Organization for Migration (IOM). In addition, the EMN has produced the annual report on migration, which covers all aspects of migration and asylum in Finland in 2025. The report offers advanced information on phenomena, which this statistical review discusses in the light of figures.

This report gives an overview of the developments in immigration and asylum policy that have taken place in Finland in 2025. The report goes through developments in legislation, policy and practice. The report also contains a wide array of statistics on migration.

Safe countries of origin and safe third countries: criteria for identifying and examining applications in light of the new Asylum Procedure Regulation (EU) 2024/1348 – Inform (EN)

This inform maps national legislation and policy regarding the asylum procedures that apply to the concepts of SCO and STC, with a view to supporting legislators to understand and implement the changes required by the Asylum Procedure Regulation.

Family reunification of third-country national: State of play of law and practice – EU Level Study

This study provides an overview of legal and policy developments related to the implementation of the Family Reunification Directive since 2017, as an update to an earlier EMN study on family reunification published that year. It examines the current state of national legislation, policies, and practices after two decades of the Directive’s application, incorporating relevant case law and highlighting challenges and good practices.

Separated migrant children – EMN Summary (EN)

This Ad Hoc Query (AHQ) summary examines so-called separated children, i.e. children who arrive in the EU with adults other than their parents or legal guardians. The summary describes how the legislation and practices of different EU countries recognize this group, when and how accompanying adults can be officially designated as representatives or guardians of the child, and what arrangements are in place in different countries to maintain or monitor the relationship between children and the adults accompanying them. In addition, the publication highlights key differences between countries, shortcomings in data and monitoring, and how protection needs and the principle of the best interests of the child are taken into account, particularly in light of the implementation of the new EU Pact on Migration and Asylum.

Currently applicable asylum procedures at the border in view of implementing the Pact on Migration and Asylum – Inform (EN)

This inform aims to map out border procedures currently applied by the EMN Member Countries in application of the Asylum Procedures Directive (2013/32/EU). The inform is set in the context of the implementation of a common asylum procedure at the external borders by 2026 as part of the Pact on Migration and Asylum.

Specifically, the inform discusses which EMN Member Countries currently have border procedures in place, the authorities involved, the types of the procedures used and corresponding grounds, security considerations, the Dublin procedure in the border context, the use of detention and restriction on freedom of movement, and the approaches to persons with special needs.

Labour migration in times of labour shortages – EU Level Study

This study examines how EMN Member Countries and Serbia use labour migration to address current and future skill shortages, covering all levels of employment and third-country nationals. The study also updates key migration trends, identifies major origin countries and sectors, and analyses recent legislative developments, best practices, challenges, and lessons learned. The study covers the time period January 2021-June 2024.

Vocational education and training of applicants and beneficiaries of international protection

This EMN Inform examines how Member and Observer Countries facilitate access for beneficiaries of international protection (BIP) and applicants for international protection to vocational education and training (VET). It explores existing procedures, incentive mechanisms that encourage participation, and identifies good practices and challenges in implementing publicly funded or partially funded VET programmes.

Language and literacy support measures for adult beneficiaries of international protection – Inform (EN)

This joint EMN, Council of Europe and OECD inform focuses on language and literacy support measures for adult BIP in EMN Member and Observer Countries. Both formal and non-formal learning measures, as well as literacy programmes aimed at supporting BIP in learning the language of the host country, are included in its scope.
